Culture thrives or stagnates based on external factors, organizational equilibrium, and norms, which reveal underlying beliefs. Addressing norms can drive cultural change by exposing value misalignments. By focusing on norms over rigid procedures, organizations center relationships and values, fostering deeper, more authentic cultural transformation.
